Town, back under their old name after the demise of Witney United, have made a host of summer signings.
“It's a new start for Witney Town and we are very much looking to have a better season than the last,” said Colwell.
“We have maintained the majority of last season’s squad who finished the season strongly and have added a significant number of new signings.
“We will be looking to Harry Burnley to add his considerable experience to our young side.”
Director of Coaching Andy Lyne added: “There is a whole new sense of energy and purpose about the club on and off the field.
“We’ve an enthusiastic new management team and the nucleus of a very exciting young team.
“We are probably a little bit short in one or two positions experience-wise, but we will surprise a few this season and are confident of a top-half finish.”
Meanwhile, striker/midfielder Andy Younie has rejoined the club.
The 22-year-old was studying and playing at Portsmouth University last season. In his previous three season spell with the Blanketmen the popular Younie made 115 appearances and scored thirty-six goals.
Younie started his career on the YTS at Oxford United and played for Abingdon United upon his release, prior to joining Witney United.
Lyne added: “This is a massive signing for us, shows our intent and goes part way to proving that we are slowly on our way back. Andy is a huge favourite with the Witney supporters and all the management team are delighted to have him back onboard.”
